If you want to test the substance, you want to buy a reagent test. If you look at Pill testing and scroll down to the section for "Tests available" it tells you what type of reagent tests are available. Marquis reagent is the most common but isn't for opiates. You might want to try a Mecke reagent or Mandelin reagent. (If you click on the links it will show you what drugs each test checks for.) You could also try to buy a 14 or more panel urine drug test (I found this 14-panel urine test on Amazon) and mix some of the powder with your own urine but there might not be enough powder to test positive and most drug tests only test for a few drugs.

If you suspect you know who the pills belong to, you could just drug test that person, as that would be easier than testing the powder. If you're going to do that, make sure you don't give the person any warning or notice beforehand because if they are using drugs, they know how to pass a drug test. I would suggest using a saliva test or hair test because urine tests are the easiest to fake and make sure it's at least a 12-panel test (the number of panels means how many drugs it tests for, the higher the number, the more drugs it tests for.)

The fact that you're in the Middle East is what concerns me the most. I'm a recovering heroin addict and many of the addicts I met were either military veterans or worked for a military/DoD company in the Middle East, where they said it was very easy and cheap to get heroin and they would often smuggle it back home somehow.

Again, I'm not saying it's definitely heroin. I said it looks like it could be heroin but it could be anything. It could be supplements like some said, but we online have no idea. There are many drugs that look like brown or tan powder. The powder could be anything and most substances can't be tested for.
