I usually build my own but because of current sale in /r/BuildaPCsales I have to recommend a prebuilt for the money (you will be underbudget even with taxes if you don't get the speakers or speakers plus cheaper keyboard).

$400 This monitor: Dell Gaming S2417DG YNY1D 24-Inch Screen LED-Lit Monitor with G-SYNC 1440p, 1ms response time, GSync....simply a BEAST for gaming. You NEVER want to cheap out on your monitor if it is your primary monitor, never.
$52 mouse: Logitech G502 Proteus Spectrum RGB Tunable Gaming Mouse, FPS Mouse
$40 Headset: HyperX Cloud Core Pro Gaming Headset for PC, Xbox One, PS4 RECERTIFIED

I have bought 2 from these guys and other than plain box the headsets looked new and have zero issues with them. Comfortable, great sound (for gaming NOT for music), average to above average mic (for gaming) which is removable.
$100-$200 insert mechanical keyboard of your choice. This is highly subjective because it depends if you want Blue keys (very clicky sounding with tactile feedback) or Brown keys (quieter but has tactile feedback), Red Keys, etc. I have every major brand of gaming keyboard from Corsair, Razer, Ducky, Das (I even have a legendary IBM Model M) but my daily driver is currently a Corsair K95.
$250 External speakers (optional) Corsair SP2500 High-power 2.1 PC Speaker System Hands down my favorite PC speakers of all time. Super clean sound (for PC speakers/not audiophile) and chest thumping clean bass.

This setup will be able to play almost any game at 1440p 60FPS at high settings.

If you can, go for the HyperX Cloud. Amazon usually has them from 55-80$, so I recommend getting it refurbished from Kingston themselves on ebay (which can go as low as 40 dollars if you go for the "Core" model).
