The yellow 3M foamies are pretty great as supplementary protection under a set of headphones. However, if you know how to twist and fit them in the ears properly, you don't need ear muffs.
While I haven't sprang for them yet, there are a few custom-molded electronic ear plug options that let you hear in the conversational range (below 50 decibels or so), and block everything else out. They can get expensive quick, though.
