Minnesotan checking in - I own like 10 pairs of fleece lined leggings, and 1 merino wool pair of leggings for those polar vortex days. Two layers of leggings is pretty typical come December/January/February. I pair this with winter boots, A-line skirts/dresses layered with cardigans and oversized sweaters, giant scarves, and knee-length wool or down jackets. They have a lot of stretch and you can easily be adjusted. The waist comes very high, but can be folded down.
