Listerine does reduce plaque and gingivitis, but has no fluoride so it doesnt have the same effects as ACT. FYI fluoride mouth rinses are available on amazon.com

I'm honestly not sure what the difference is supposed to be. My only criteria for mouthwash are alcohol-free and with fluoride, which these both theoretically meet, but the second one was a terrible experience (more CPC, I guess.)
There are probably other brands/formulations that are okay, too, I stopped looking once I found this one.
