There's an Amazon basics pack for $60. Looks about as good as anything I've used for backpacking.
You should consider a pack liner instead of a waterproof pack. The waterproof requirement will seriously limit your options, and really isn't want you want in a bugout/camping/hiking bag.

Then you need to decide what size pack you want. Most wilderness backpackers use something in the 50 to 65 liter range. If you'll be carrying more 'survival' type gear - you may need something bigger.

I don't often recommend a bag this cheap, but in your case I think it makes sense. If you won't really be using it much, only for an emergency, then high quality and comfort don't really matter. Check this out for only $55:
