Oh no. I used to have Paolo Soleri's book. Absolutely worth examining if you love detailed architectural fantasies. Sadly long out of print, but check your library system!

There is a large book of many of his detailed blueprints called Arcology: The City in the Image of Man, a definite must-buy for this guy's works. It usually runs a little expensive, usually $100ish as it's out of print (he just died recently too, sadly), but I've been seeing some cheaper copies available on Amazon lately. But well worth it since it is so huge and detailed!

There is already an Arizona city of the future. It’s called arcosanti and the planning books for it go for $500+. Gates money would go further by supporting that project instead.
