No, you need to have the penetration through the siding flashed correctly to have the water be diverted out and away from the opening that the vent will make.
You'd normally use a J-channel flange. You'd cut your house wrap behind the siding so that it laps over the the top flange. Caulked and taped properly, then cut and reinstall the siding so that it goes into the J-channel flange.
