Yep. They are on YouTube in mediocre quality and chopped up into 5 minute bits. You can buy an english subbed dvd by buying the special edition manga chapter (from 17 to 20 I forget which is which). This comes with the disc.

Going by the image on Amazon, I'm going to say it's the second OVA (cooking one). The black and white picture looks like the artwork for the dust jacket (there was one for special edition volumes 16, 18, and 19). I can't quite make out who the artist or who is in the artwork but we'll probably get more detail closer to release date on their tumblr or website.
