Yes, just like hogfyhb stated, that is the rotor which is removable if you have a tool that open the case back. I removed mine and it is now super quiet. You will have to manually wind the watch but that is not hard to do and it lasts over 24 hrs when you do. Here is a link to the case back kit I purchased.

If you know how to use a screwdriver its an easy fix. You just pop off the case back, loosen two very tiny flathead screws, and turn the dial until it's straight. It's not even that far off. the markers all look straight. Some poeple think if youre paying this much for a watch then EVERYTHING must be perfect. I wouldnt RL it, and would fix it myself, but thats just me.
