S.H. Figuarts Mario is well worth the slight extra money.

You say he doesn't have a Wii U - does he have a 3DS? If so, those can use amiibo too. Even if it's the original and not the New 3DS, he could still use the amiibo adapter and the current cheapest Mario amiibo on Amazon.

You could also go for the SH Figuarts Mario or the Mario Nendoroid if you wanna go the figurine route.

Mario is pretty cool. I haven't played many of the games fully, but they're just really fun to play. Mario Maker 3DS is especially lovely.

This figure looks nice! It's definitely light on accessories, but it looks incredibly fun to play with and durable, and the price point is great. Though the accessory sets scare me on the same level as the Figuarts Kamen Rider Fourze

if you are spending $100 extra on games to MAYBE get a plastic figurine, you are going to have a tough financial life ahead of you.

for $100 you can probably buy a REALLY NICE numbered figure that's higher quality and rarer than anything nintendo will ever give away on CN

World of Nintendo and Pop figures seems like something you might be interested in.

You might even want to think about who your absolute favorite characters and get 'fancier' figures. Like for instance, if you love Link, you could get his figma; or if you like Mario, he has a figuarts one. They're a little more expensive than amiibo, but they're poseable and most are more detailed.
