I really like the books by Jenneke Oosterhoff such as Basic Dutch: A Grammar and Workbook. She also has an intermediate book and grammar book. I also would highly recommend the book 201 Dutch Verbs: Fully Conjugated which is by a different author but a great reference book!

In terms of programs, I really like the options on the NT2 website, such as the Delftse Methode It gets you using everyday phrases and idioms as Dutch people would use and pronounce them.

Personally, I’m not a big fan of Duolingo as I don’t find the exercises / phrases applicable to everyday speech. Rosetta Stone Totale (online version) is actually great in learning more relevant and everyday vocabulary and phrases. For example: Giving directions, ordering food, describing your schedule, etc)

Seems like a solid list! Someone posted this list of books a few days ago, I think they're all solid suggestions.

Stern's Essential Dutch Grammar is a must-have. If they're after a workbook to go through, Basic Dutch: A Workbook is another favourite of mine
