I trust your judgement regarding ATG on the neck, but I usually avoid that because it's my biggest problem area.

I think you'll eventually find that the pre-shave oil is more of a luxury item than a necessity. with a good soap and proper lather you should be getting sufficient slickness and cushion. I'm sure people will criticize your choice of proraso, but I think it's a fine choice. the fact that it's drying post-shave shouldn't matter too much because you said you shower after shaving anyway.

one thing you could try is getting a shower mitt or exfoliating glove to scrub your face before you shave. a lot of guys shower before shaving to really clean the face and soften the hairs and get them ready to be cut. ironically one of shave soap's goals is to re-stiffen the hairs so they are indeed cut instead of just pushed down. but I still think it's useful to properly wash the face to avoid infection, and get the hairs off the face. I have the same issue with buzzing my head: if I do it before showering I often get an uneven cut because, even if the hair is already super short, bed head prevents the hair cutting evenly. so really scrub your face in preparation.

you mentioned you were still experimenting with blades: how many have you tried so far? notice any differences yet?
