I don't understand: how can it be both a large scale project and educational exercise? Please give some background.

> 3S ... build a BMS

You really can't beat the price and availability of Chinese protector BMSs (PCMs). For 3 cells in series you're talking $ 6.

> I need to read the voltage between each cell

To be exact, it's the voltage across each cell.

> a sequence of voltage dividers

Lots of hobbyists have tried that: It doesn't work. Too much drain on the cells, and the tolerance is inconsistent from cell to cell.

> Second idea was to run a VCO

That's what's called a "distributed BMS". That could work.

> pulling only micro-amps ... opto-isolator

Nope: opto-isolator take milliAmps.

> Is there perhaps single chip solutions for this?

Lots. I prepared a list of BMS ICs for large battery packs.

Your battery is tiny, so that list doesn't apply. Look at Texas Instruments, the leader in small Li-ion battery ICs.

Background: I design BMSs for a living, and I wrote a book on the subject. A better book for you would be
Battery Power Management for Portable Devices
, written by the TI guys.
