No, those bags are still polypropylene.

Polypropylene off gasses at a much higher rate than Mylar and doesn't block UV.

You want archival grade Mylar, as it doesn't off-gas, doesn't break down, and is 99.9% UV resistant.

I don't believe that it's possible to get a representative to come to your house. Generally, you have to send them off and then they will get graded and sealed. This can be expensive if you're dealing with a lot of issues. However, it can raise their value exponentially, well past the investment, if the numbers are high enough.

If you're looking to get an approximate grade, i would suggest taking to a local, and ideally most reputable, comic shop and asking them to look at them. If they're anything like mine they would be willing to sit down with you and talk about how things get graded and what kind of numbers (in regards to grades not prices) you're looking at. Always keep in mind that if they make you an offer to buy them that they're going to try to make a profit so that number wouldn't be as well as you can do on your own. Doing the research pays off, in a very literal sense, in the long run.

Also, my biggest suggestion by far is to get them stored properly. Just because I'm unsure of how they're currently stored I would recommend mylar comic bags and boards. They are slightly more expensive than they industry standard polybag, but since we're talking about major items here the investment is worth the protection. They'll generally look something like this.

If you're looking to get a rough idea of what their value is I would suggest going to eBay and looking at sold listings. Comic book websites and collectors guides are nice, but it's always worth remembering with comics that they're only worth what someone will pay.
