You can absolutely use Ubuntu as a main machine for writing.

I've written two editions of my book Beginning Ubuntu for Windows and Mac Users ^(2nd Ed coming in October!) and I've taken a few dozen short stories and a couple dozen novels from manuscript to ebook and full print form all in Ubuntu.

I have a presentation on writing and publishing a book using Free Software where I describe the publishing process for about half an hour and then talk about specific tools to use for half an hour (and then the last 20 minutes or so are audience questions).

I do not recommend proprietary software, but Scrivener had a Linux beta before they abandoned it, but as a thank-you to the Linux community that was testing it, they removed the time lock from the final beta version. I understand that the Windows version also runs very well in Wine.

As for laptops, really you can probably get anything at all and be just fine. Web browsing needs lots of RAM, but word processing software does not need an overabundance of either RAM or CPU power.
