Follow these steps. Once (and if) you get your lisense, get one of thse, then make a bunch of copies of your UNSIGNED lisence. Keep it unsigned and keep it in a safe place so you can make more copies when needed. Sign your copies and mail them out to other FFL dealers. You should be able to scan a signed copy as a high-res PDF file and email it to some dealers, too, and at the very least, there are free online fax services that will let you fax a PDF document.
The BATFE took my $30 on the 18th of last month, then the gubment shut down… now that they're back up and "running", maybe my license will finally go through and I'll receive it.
