I'd try an at-home facial sugaring or waxing kit, learn to thread, or buy an epliator, like this one.
The thing is, waxing, sugaring, threading, and epliating are painful. I find waxing to be the least painful, and threading and epilators to be equally as painful, but the epilators are fast, so you can get it over with quickly.
Once you start removing the hair right at the root, it starts to grow in a little finer, so it looks lighter and less visible.
Threading is the least expensive, because all you need is thread. Do a search on youtube, and you can be an expert self-threader by the end of the afternoon.

I ONLY use it on my legs. You'd have to be crazy to try anywhere else. It doesn't hurt me at ALL...in fact I kind of enjoy it. And it lasts way longer than shaving. It's fun. I do it while I watch TV and my husband just shakes his head at me.

It's painful the first couple of times, but now I barely even feel it. I guess it depends on how badly you want to get rid of the hair.
