Little Snowie makes a heavy duty Ice shaver that you can use with cubes, here. This will shave the ice, as opposed to chunking it like a snow cone.

You can get shave ice syrup at any Smart and Final.

Make sure you are super careful to clean it out and dry it. I can't tell you the terrifying things I have pulled out of ice machines when I was cleaning them. I don't always have a lot of confidence in infection control measures and you don't know that you can trust that the nurses will do it. They have enough to do as it is.

Cover them with plastic marked with an inside/outside when they are not being used. You are going to need to get food service sterilinzing rinse agent at S&F too, unless you are taking them to the cafeteria to clean them, You can use Dakin's solution as well, as long as it's rinsed immediately after.

Ice cream machine... Breville It has it's own compressor, so you don't need to mess with freezing an insert. And it's a Breville, so it's going to last a very long time. They are remarkably heavy duty.

You could find that using the prepared shakes, may not give you a good consistency, since they are all sort of different they may not freeze sufficiently. You may have to do some experimenting to find out what works best.
