Well... he can always get a bulova. they have a quartz movement that sweeps due to using a 16 step a second quartz movement,

the problem with those is that the case size is ridiculous, and i´ve seen the inside, the 3v 90mA battery dosnt take up so much space.
The newer Accutron II are more resonably sized (around 42mm)

Im a little confused. But anyhow, if that is the case, then I'd go down to 100$ on mine! :)
A mechanical, especially in that range, could be expected to be off anywhere from around -10 to +20 seconds a day, depending on the exact movement and brand. So depends on how much you care about it being precise. Personally, once you get used to sweeping second hands, it's hard to go back to ticking, and I don't mind setting mine often. :)
Another option would be Bulova precisionist (Ultra High Frequency) Quartz watches. They have a second hand that continuously sweeps as well. Most of those are gonna be over your price range though.
