Eh. I'd find it annoying to have to use a different, arguably lower quality camera and frankly probably wouldn't use it much. For a similar idea, consider a mini photo printer instead, that way they can print photos straight from their phones.
Blank playing cards for < $9 if he doesn't have them yet.
If he already has them, or you want to get something to help him out with card creation, there's a mini card printer for $100 that could do the trick. A little pricey, and its meant for photos, but I'm sure he'd be able to design cards digitally and print them out as well. You mentioned a computer isn't a possibility, but there plenty of apps you can get that allow you to draw and/or overlay text. If he has a smart phone, that printer will work great.
Judging by your reference to Mario Maker 2, I'm assuming he has a nintendo switch? If so, Levelhead has a 2019 scheduled release date (so it should be coming out in the next month and a half) and looks like exactly what you're looking for. Its a game that's nothing but level design and playing the levels of others.
