I would say "My dog is controlled, yours is not. I am protecting your dog." and walk away, sheesh. While usually I recommend the yellow-ribbon you may want to make it more blatantly obvious with a Caution style label on your dog/dogs collar/leash/harness--I do hate to do that to the dog but apparently the people in your area area just awful.
