Nice find! Back when I was a kid growing up in Northern Europe, we used to have sweets which were essentially sticks of chocolate packaged to appear as cigarettes. I wonder if those are what BattleState were referencing when creating the texture/art for this item..
I don't know if they were really targeted for kids even back then but we definitely got our hands on them occasionally and imitated being "cool" and smoking. Anyway, these days healthcare agencies would probably go bananas if something like this was still a thing - but you can find examples through google, for example this Amazon store link.
