I also live in a townhouse too - no yard. My puppy was like this too. He still is sometimes but he's loads better. Things I've done:
I take him out often. We go on three walks a day, at least two of which involve a lot of grass. My hope was the more time he spent on grass, the less exciting it would be.
When we're on the grass I also work on attention exercises. Every time he looks at me, I give him a treat. I don't ask him to look at me, I just reward him when he chooses to. After only a week or two of this he started looking at me A LOT more.
If I see him going for a patch of grass that I know he'll rip up, I say "leave it". This kind of works because my puppy is naturally drawn to clumps anyway.
I also wanted to play fetch outside. My problem was he'd chase the ball, but then not pick it up. (Though in the house he picks it up and brings it back fine.) I've been using them to teach him hold/fetch, because they're about the only things he'll actually sink his teeth into and not just chomp at. He also hasn't managed to destroy them yet!
