On mine, both washers had the raised inner ring facing upwards when the grinder is standing up. So the raised inner ring was facing the bearing on the bottom and the crank on the top. I have disassembled mine before, so I can have switched one of them around. Looking at various photos, it seems like the bottom one is at least correct, but some might show the upper one the other way around, so both the raised rings are facing the bearings.
