Agree with the others: getting them used to low level noises is the way to go. In the meantime, I also recommend some soothing white noise. I've used one of these for two girls, they're great. Works plugged in the bedroom and runs of AA batteries.

I bought this white noise machine for my 9 month old, and I wish I had bought it much earlier, it lets him sleep through a lot of household noises, I hope it helps you.
Earlier, we would be scared to flush either toilet in the house cause he'd wake up.
Now the machine is so loud that I can take a bath in the adjacent bathroom and he sleeps thru it.

Yup! Conair Sound Therapy Machine. Still going strong, 5+ years later. My toddler insists that we play the birds chirping one every night... I don't understand how she can sleep with such an irritating noise playing, but she definitely sleeps better with the birds.
Have you considered white noise makers, especially for night time? Or even just a stand up fan?

I'd just get one of those simple ones that aren't necessarily meant for kids, you definitely want to be able to plug it in so that you don't have the change the batteries if you're going to run it all night. I'd think this would be fine. Just make sure it's far enough away that he can't get to the cord.
