PayPal is a company with a banking license in Luxembourg/Europe. My interpretation is that PayPal is a bank. I am not familiar with the Amazon 'banking account system' but I would assume it's similar like a bank.
There is no 100 percent guarantee and even cash can be worthless (depending on which 'crash phase' you are located). You have to be flexible and diversify.
That said I wouldn't want to have a huge amount of money on a banking account (or Amazon/Paypal) because if they go bankrupt you won't get a lot of money out of it.
