I have 7 Corsair Air Series SP120 PWM High Performance Edition Fans all plugged into the SilverStone PWM Fan Hub. The Fan Hub is plugged into my Gigabyte GA-H110M-A Motherboard on a 4 pin sys_fan header.

the problem is, i can't control the fans no matter what i've done so far, so they're just running at 100% speed all the time.

i went into my mobo's bios setting and changed the system fan speed to quiet and nothing changes. i've tried using SpeedFan but my fans don't show up at all. i've seen some people say that some mobo's 4 pin sys_fan header isn't actually pwm? is that the case here?

is there anything i can do to turn the sound down on this jet engine next to my ear.

What kind of rpm fans are you talking here? I've just bought Corsair Air series with an alphacool radiator.

I'd replace the fans though. Corsair stock fans generally aren't bad, but the H55 is old and low. I have these SP 120mm fans in push/pull. I control it with software, but they are on a graphics card anyway so they only really ever stay on low. I also have 4 of these on my H100i GTX and I've never had my CPU go over 40 degrees, but I'm not sure if that's the fans or the rad.

If you're not bothered about having 2 fans or what they look like (since it's in a HTPC case) then check out the Noctua NF-F12. They have some fans in grey or black/brown, but you won't see this in that case. It's a really good fan.

It's worth pointing out that I don't know how easy it would be to route the pipes from a closed loop cooler in that case. I don't have it physically, so I wouldn't want you to purchase something you can't use. Also if you want some 80mm fans, I can recommend these, I've got them in my microATX machine and they're pretty solid.

Yes the ST30 is the slim version. You should be good with that then if you add your gpu to the loop a 240 st30 would work well.
Make sure you buy the right fans that fit your rads. I noticed you put 140mm fans?
These should fit. Also they're PWM

If you go with the fan idea, make sure you get static pressure fans (e.g. Corsair SP line - https://www.amazon.ca/dp/B00C249QNE/?tag=pcp0f-20) .

I have these. And I have cleaned the fans to the best of my ability but Q-Tips become difficult in hard to reach places. Also, do you know how to turn them down? I've tried SpeedFan but it didn't work. Any suggestions?

It sounds like cost is the priority. I assume you're looking for rad fans. You can get Corsair SP120's for a little more than that. $25 for two performance editions or $30 for two quiet editions. You might be able to get them cheaper elsewhere, since I was only looking on amazon.
