i went with floral burnout curtains from target for the privacy layer. when it's light out unless you really stand there and try the pattern messes with the eye and they're hard to see through (unless you turn the inside light on that makes it a bit easier), when dark out and light in it's easier so you close the curtains. i have this in white, had them for years got more for new place https://www.target.com/p/botanical-burnout-sheer-curtain-panel-threshold-153/-/A-14172459

NTA. She is being unreasonable. A privacy window adhesive like this might be a solution. It's supposed to be easily removed and leaves no residue so it shouldn't be a problem whenever it needs to go, too.
