Make sure she takes a women's self defense class and understands the reality of situational awareness and mindset. After that, my suggest would be to get both. Stick to pens that are sturdy but don't LOOK like a weapon (avoid knurls, for example) and don't get "defensive" bezels on flashlights because you're just asking to have holes and scrapes on everything as you try to carry it. My suggestions:

The flashlight is pricey, but it's the last one she'll ever need to own. No crazy 15 modes to cycle through: half press = lumens, full press = 200 lumens.

I use this tactical pen because it doesn't look very tactical at all. I'm sure you could break glass with it since I've tested it out on quite a few different things. Ever thought of getting one of these to keep in your car as a glass breaker? Works a lot better and you don't have to swing your arm at the glass to break it.

One option I don't see mentioned that I recommend personally is a "tactical pen". It's what my wife and I carry everywhere we go and can easily be brought in to secure locations such as airports.

It's essentially a metal pen designed to hurt your assailant allowing enough time to break free and make a run for it.

Training is of course the most important thing with whatever you decide to carry. A quick jab to the top of the hand or under an armpit will cause someone to loosen their grip allowing you to break free.

It's a very non-threatening object, yet serves the purpose. It literally looks just like a fancy pen (and functions as such too).

For a knife, I recommend this.

For a dagger, this. Very pricey. It's for stabbing, not slashing.

I live in a police state, so I have to resource to a tactical pen like this one.

I like Benchmade a lot, and I don't mind spending just a little more for the quality, because lives could depend on it. It's really personal preference. Also, if you plan on carrying a pocket knife, you'll have to check with your local laws for what is legal to carry. That dagger is definitely not legal unless you're a cop or something.

Safety first. Keep away from kids! Worst case, stab more than once as quickly as possible, or stab and twist, and think next move!
