(I saw you were looking for movie/TV, but still...) The Division is supposed to be based a bit off of the book Directive 51. I have it, but have barely started it, so I can't really say the relation

Only books I have read relevant to the topic is the Daybreak Series and some one already mentioned Prey by Michael Chrichton

There is actually a book called Directive 51 which is part 2 of the Daybreak series by John Barnes. I have read some of book 1, Operation Daybreak and it is similar to the premise of the game.
