I haven’t been to Tokyo DisneySea in a few years, but they sold the hats you described at both Disneyland in California and Disney World in Florida in various different versions for many years. I would assume the sold the same or similar hats around Tokyo Disneyland, as I recall some of the merchandise was very similar. If someone else can’t help locate them around Tokyo Disneyland, try Amazon or eBay. I found one of the US versions of hat on Amazon for 30$US. Best of luck.
