Mine has a seat belt "short leash" I got online very similar to this one [https://www.amazon.com/dp/B076TC88MV/ref=cm_sw_r_cp_apa_i_773XDbRGH49H3] and even when she's in the front seat with me I'm able to hook my seatbelt thru so that she's always attached. She may be a tiny 8 lbs but when she sees a leaf or an animal there's no stopping her!

I would highly suggest adding a seatbelt climb to any dog harness for ride safety.

Honestly, you aren't going to find any crash tested restraint options that are safe for a dog riding in the front seat - that's just a really unsafe option.
Your best bet is a crate on the floor of the backseat or in the trunk if your backseat opens to the back. If you must then something like this is better than nothing, but you need to make sure the airbag is disabled/off for the passenger seat.
