You need to keep in mind that rolls of tape are produced on giant machines. Using round rolls really simplifies the process of producing it. Round rolls also fit on tape guns which are used in many commercial/industrial environments where they make heavy use of tape.
You can buy flat "rolls" of duct tape but they're somewhat of a specialty item.
