Just pick out a decent poop bag and be done with it. Picking up after them with your hand in a bag isn't exactly the greatest thing, but I really don't see any reason to make it more complicated than it has to be. I personally use Earth Rated bags since they're big enough, aren't thin like many others I've tried, and are scented.

I use these. You can't smell the poop once it's in the bag since it's scented and we keep the garbage in the garage so just toss it in there and you're done!
We have a shovel and a trash bag for the yard...but for walkies, we use these.

They're cheap, the packing is made from recycled materials, and the lavender ones do a good job of blocking the poo smell.
I feel like most poop bag dispensers are made really cheap and don't last long before they're falling apart. SafetyPup has this amazing treat bag/poop bag dispenser that I absolutely love. It's super durable, and it holds everything I need for a walk or short hike. I can carry a full bag of treats, 2 rolls of poop bags, key, cell phone, and ID. It's honestly one of my favorite dog products I own!
I suspect there is no perfect solution. I'd prefer everyone just pickup after their dog and throw away the bags. The bags I use appear to degrade but it probably takes several years (better than thousands of years though).
