Connect it to the Hotel WiFi in WISP mode - and connect all your devices to it. It will create it's own network and use the hotel WiFi as the backbone to the internet. It's powered by USB - so can be powered from everything from a laptop to a TV and if you strike it lucky with a hotel room with ethernet, it can use that for the connection to the internet.
I always travel with a Chromecast and one of these little wifi routers. You can connect this to a wifi network and re-broadcast wifi without limitations, but what's great is that you can connect to its network and accept the terms in the browser and the chromecast will work fine.

It's OK, you'd still have to setup ad-hoc network on your windows machine. I'd use the generic edimax version of the asus travel router. You'll like get/give much better reception and it's only $21:

Don't know how the access control works for your wifi, but maybe you could use one of these things:

They can connect to one wifi (or Lan) network and then create a second network of your own. It can also copy your computer's MAC address. Super useful device, and amazing for traveling.
