For the pubic area, best setup is a combination of the Cleancut PS335 T-Shape Personal Shaver to get hair down to stubble length, and then the Cleancut ES412 Personal Shaver to get the rest. Looks like they are also available as a Combo Pack at a better price.

The PS335's blade is still a little bit exposed, so you still need to go slow and pay attention. The foil screen on the ES412 is very effective, and I don't think I've ever been nicked by it. A little talcum-powder or baby-powder helps it glide smoothly as well.

If he's diligent, after the initial pass only the ES412 is needed to keep it maintained. I'm lazy though, and almost always require both because the ES412 just isn't effective if there is any length on the hair at all. It has to be really short stubble for it to work.

Personally, I find that shaving down to pricklies greatly reduces my hair-dysphoria. With a tendency to develop ingrown hairs, what you really DON'T want to do is anything that cuts the hair off below the surface - including any sort of waxing, epilation, etc. Shearing off to pricklies is safe, the hair is still long enough there that it won't trigger any folliculitis. Shaving even with the skin is somewhat riskier, but so long as you leave a teeny-tiny bit of stubble it will greatly reduce the risk of ingrown hairs.

I can get a pretty close shave with the "trimmer" part of this combo, down to very short pricklies. It's my personal favorite for regular every-other-day maintenance, though any beard trimmer should work fine and I have found a heavy-duty "buzz cut" beard trimmer useful for chopping through thick hair when I've neglected shaving for a couple weeks.

The "shaver" part works without irritation to get me completely smooth, too. It's of limited usefulness to me, since my pale skin / dark hair combination means that I have permanent shadow.. but is very nice when I want a specific small area to not have pricklies. (For me that means taking the extra time on boobs and forearms and leaving the rest prickly..)
