I have very sensitive dry skin as well.
I use Eucerin Eczema Relief Cream on my face. It's non-comedogenic, fragrance free, and has colloidal oatmeal for redness/irritation and ceramides for moisture.
I got it as a dupe for the expensive First Aid Beauty Ultra Repair Cream, which has irritants like eucalyptus oil.
I highly recommend the Eucerin. It's the only heavy cream I can use that doesn't break me out and calms my tretinoin induced redness and irritation.
In terms of a facial oil: Timeless Squalane 100% Pure is a non-comedogenic, bland, non-greasy option that would be a great place to start. I use it as well and it does not break me out or cause any irritation.

I'm a nurse and wash my hands a billion times a day with harsh soaps and alcohol-based sanitizer foam. I would get terrible eczema and my hands would crack and bleed. I had one finger that was permanently itchy, dry, and cracked for at least a year. I use it at least every night before I go to sleep and sometimes during the day if my hands are feeling extra dry due to the weather and whatnot.

Also, lay off the body wash and showering with water that is too hot until you start to heal up. Fiery stomach doesn't sound like a normal response to cold weather, though admittedly I'm from CA and don't know anything about actual cold weather so maybe I'm wrong.
I only really used it once, but it was ok. I started using Eucerin Eczema Relief creme for my bad areas (chin, mainly). The first time I tried it, it was like heaven for my skin. I need multiple applications for the itch to go away for the most part, but it's pretty much the only thing that's given my chin itch relief lately.

I have the same type of eczema on my legs that usually only flares up in the summer... when I actually want to shave! Like /u/fueledbypretzels I've tried all sorts of sensitive skin shaving creams, but they just make my eczema worse. So I just use bar soap, the same that I use for the rest of me, Dove Sensitive Skin Unscented Beauty Bar. I usually get Venus razors that have three blades - nothing fancy. You can get a pretty good lather with the soap, and as long as you have a sharp razor it's fine. Then I follow up with Eucerin Eczema Relief lotion. Kind of a low-tech shaving method, but it works!! If my flare-ups are especially bad I usually skip shaving over them and have weird patches of hair, but I don't really care about that. Otherwise I am just very careful.
