A razor blade like this used very carefully, and follow up with a mr. clean magic eraser. Often works for me.

Depends on the glue used. Assuming it's silicone, just get a razor designed to scrape paint from windows like this one https://www.amazon.com/dp/B000Y0PMTK/ref=cm_sw_r_cp_api_i_2HV.AbEV1FP7R
If it's some other kind of glue, then it may be very difficult to get off and may require thicker blades or even solvents if, for example, some sort of epoxy was used.
