To control your shield tv you need to root it with magisk and install droidmote server.

Teach the broadlink the IR codes to control the nvidia shield and then control the broadlink over the LTE.
or buy another cheap android tv box to install droidmote client on that to control the nvidia over local network while you control the android tv box with host (screen and touch over LTE)

If you are watching on a computer, either a laptop or a computer hooked up to your TV, you can use a FLIRC and that will let you use a standard remote control.
You want an IR signal to trigger an network event? I think you should look into FLIRC and use the API to make your own responses.

This is the easiest way and works great. I used flirc for mine and they are very easy to setup. For my technology impaired mother I used an flirc dongle paired with an apple TV remote , very few buttons and super easy to use.
This is the answer right here. I did this for my in-laws (they have a cabin in a remote area with no internet). It works perfectly for them. I also would recommend investing in a FLIRC Universal Remote Receiver if you can afford it. It will allow her to use her old remote to control Kodi. No need to use a keyboard or learn a new remote.
