You should probably stop using FrogLube and switch to something like G96 (supposedly works at -50F) or Break-Free CLP (the U.S. military says that it's fine to use in temperatures above -10F) if you don't want to worry about reliability problems in cold weather. If you want to keep using FrogLube, then I recommend wiping off all of the excess lubricant after you finish applying it. Also, you should make sure to thoroughly clean your firing pin and firing pin channel with a degreaser and keep lubricant away from it in the future.

The rossi is brand new and I havent removed all the factory protective gunk yet so its probably "covered". My mosin I have shot a few times since I got it in 2013. I cleaned it after each use (corrosive ammo) and then I wipe it down with the g96 cleaner.
