Luckily she shaved it and not waxed or tweezed. The hair should grow back just fine just like when you shave your legs. As for appearance best thing to do is just fill them in with color whether pencil or whatever it's going to look strange. When she starts to get some hair back probably less than a week you can use a tinted brow gel to help along with the filling in. I def went through the phase of wanting to wax and all and mom made me wait. I think that the longer you wait the better just because you are still growing and your hair and skin are still developing especially during puberty. But if she can't wait instead of waxing or tweezing which permanently damages the hair root maybe try getting those facial shavers like (these)[http://www.amazon.com/GABRIELLA-Womens-Eyebrows-Facial-Quantity/dp/B000EVELR8] you can even find these at the dollar store.

I see a lot of hate and judge mental people in this thread and honestly I'm appalled. I thought this community was better than that! If you want to offer opinions they are just that opinions, ultimately parents are the ones who know what's best for their kid. Also if you are trying to show your opinion please keep it civil I mean I wouldn't listen to anyone who's speaking the way some of you are in the comments. Just saying...

Funny, I just did this at home for the first time last night! I used an eyebrow razor. I got lots of dead skin and light peach fuzz. I had never shaved my face before and it is crazy how freaking smooth it is right now! I'm not sure if it is the lack of peach fuzz or the exfoliation, but WOW. I am laying off my tretinoin for a few days and babying my skin but so far no major irritation with my super sensitive and dry skin. All in all, I will do it again, probably once a month or so.

I use a cheapo face razor, like this. They're cheaper in $ stores and beauty shops usually though. No stubble!

I shave but I use these ( http://www.amazon.com/gp/aw/d/B000EVELR8?pc_redir=1406197182&robot_redir=1) instead of an actual razor. They can be bought pretty much anywhere, even dollar stores often have them. I've never cut myself with them and never felt like I was going to.

I use something like these for my fine facial hair. I can usually find them at Target, CVS, Walgreens, anywhere like that. And just an FYI, more hair doesn't grow when you shave, so shave away! :)

it's a scary thought, I slice myself up pretty good on my legs I can't even imagine getting it near my eyes!. Anyway they look like this (though I'm sure they come in an even smaller size), they seem to be a big thing in Asia but here they're sold as a bikini touch up razor thing?

Guilty! I use a facial razor [http://www.amazon.com/GABRIELLA-Womens-Eyebrows-Facial-Quantity/dp/B000EVELR8] from Sally's beauty supply. It works great as a physical exfoliator and it's so satisfying seeing all of the dead skin scraped off. I suggest doing it a maximum of twice a month though so that your skin has time to turn over more skin cells
