I would consider using a vittles vault pet food container. Its food safe and once your done with it you can always use it to store grain or other beer related activities.

Vittles Vault Outback 15 lb Airtight Pet Food Storage Container seal and stack nicely. You could get base malt in 10 lbs increments. With that batch size and no mill, you’re not going to get to buying full sacks, which is where the price changes.

Probably you should subscribe to homebrewfinds, get familiar with the average per pound price of malts you like and typical shipping prices and then watch for deals.

If you have a TJ Maxx or Homegoods near you go there; they often have kibble-keepers at half the price of petstores.

We got a Gamma Vault there.

We use this for food storage. Our youngest cat has... issues... with food and can worm into just about anything.
