Richard Hays seems to reasons that the pagans are enacting a sort of anti-creation narrative in Romans 1 and thus the order of design is contravened in not keeping with this image.

Donald Berry in Glory in Romans traces through the themes of glory throughout Romans explores the fact that being in the image of God implies having the Glory of God, and that this image is intimately connected with having kingship/stewardship over God's earth. He suggests that the above interpretation of homosexuality is a possible reading.

It seems to me that there is somewhat of a contravening of God's order, particularly in one's execution of the creation mandate of tilling the earth and being fruitful/multiplying in the act of pagan idolatry and therefore homosexuality.
