I may misunderstand what you're saying but population is shifting towards the southeast moreso than any part of the country, save maybe southwest. Lots of people want to move to the south for weather alone. Look at Florida and coastal GA, SC, NC.
And while most people don't want to leave where they are from, the percentages vary a lot depending on where you live. I'm in Philly now and a lot more people here would be happy to leave for NYC or any bigger city, than there were people who wanted to leave SC where I grew up.
