Yeah there's strange silence about the shenanigans of one of the most shadiest financial organization the Vatican Bank but nonetheless couple times financial scandals of Vatican leaked to public, read this excellent book for more info.

But they are not enforced, and investments are not scrutinised by the archbishops and cardinals, who are the ones who control and invest the money. At most, they bring the guidelines up at conferences, 'renew their commitment', then do nothing to clean up the malinvestments or corruption. Except when cardinals embezzle - they certainly pay attention to that.

Also note that 'ethical investment' mainly means not investing in companies related to sweatshops, abortion, stem cell research, promoting homsexuality, etc. They are absolutely fine with investing in weapons, mining and chemical industries, mostly in poor countries where the environment is raped and the locals are taken advantage of in what can only be viewed as exploitation and modern slavery.

The Vatican Bank is infamous for its scandals, going back many decades, and its failure to clean itself up. In fact the current pope said that he was thinking about scrapping it because the problems were too big to deal with.
