Try making your own Shrinky Dinks standees.
I found them in a couple of articles and bought printable shrink film like this.
I can print decent art onto them, cut up the sheet and bake them down to hard durable little standees.
I've been tempted for a few months to get a bunch of this stuff, so I never have to worry about having large amounts of goon NPCs again.
How durable do they feel? Like, is this something I could keep in my GM kit long-term?
Sure. Here's some I found from Amazon.

I got mine for an art project from Michaels. Been wanting to try and use the stuff for 2d mini figs for a while now.
Why not just buy the blank cards? They even make inkjet printable ones, but you need a special tray, and then specific printer.
If you're printing directly, then maybe shrink-plastic (aka Shrinky-dinks) inkjet printable sheets? Print at double-size, bake, and it gets about 1/8 in. thick and plenty ridgid.
