I've got a couple ideas, maybe one of them will work for you.

First, I assume you're changing your pads/tampons often, so that's not the issue. Maybe consider using a portable bidet whenever you use the restroom. They clean waay better than toilet paper, and aren't harsh like some wipes.

Second, I don't want to beat a dead horse or anything, but consider trying out a menstrual cup if you haven't already. They just seem to me to keep everything contained a little better.

Third, keep in mind your sense of smell might be in high gear during your period. Like, seriously bloodhound level (no pun intended). Next time you think you stink, consider asking a close friend to give you their opinion. I wouldn't be surprised if you're the only one who notices.

If it is just a quick refresh, just use the portable bidet to rinse with warm water. If you have been especially active/sweaty, wipe with a wet wipe (one made for using on your intimate area) or baby wipe, then rinse with warm water. This is so you are more thoroughly cleaning, and you can dilute the scent of the wet wipe (you wouldn't want a strong perfumy or baby powder scent left behind). Or rinse the wet wipe first to dilute the scent if you don't want to use water to rinse.

At home you can install a mini shower portable bidet so you can wash right over the toilet. Something like this (do a search of "mini shower bidet" to see other brands)
