Laser tech here. You're talking about essentially doing a selective removal. It can be done, but understand lasers are not going to create perfect lines, so when the abstract piece is done, it will need to re-work and tie into the existing piece.

What you're asking for isn't terribly unobtainable or unheard of, but it will require a specific set of skills to accomplish and pull off, both by the laser tech and the tattoo artist, to bring your vision to life.

Regarding your skin, the best thing you can do is buy some UPF Shirts and wear them any and every time you're outside, including long sleeve rash guards when you surf. The goal would be to get your arm closer to your bum in color, to achieve the est possible results.

I've had a fair amount of laser done and some of it already covered up. Due to the language barrier last year in France, my artist had no clue he was doing an entirely new tattoo over an area that had been lasered previously (full removal) until a co-worker could translate for him.
