Generally, you need to know all your scales/modes and when/how to use them. Each chord type (minor, major, dom7th, minor7th, etc...) has a few scales that work really well over it. Rick Beato's The Beato Book 2.0 has all these chord scales listed, and you may be able to google "Chord scales" for some free content. Lots of practice and application help here.

Try pulling up a backing track on YouTube and find which notes sound "Right" and which sound "Wrong." Generally, the more understanding you have over a chord progression, the more "options" you have for fills and solos. Check out Hal Crook's Ready, Aim, Improvise and How to Improvise. You should also consider learning and analyzing some of your favorite fills, then apply them unashamedly to other songs. Maybe you'll evolve them into your own fills and licks!
